Pennsylvania State EV Charger Incentive Programs
As of August 2025, the Pennsylvania Department of Environmental Protection (PA DEP) is offering funding for the purchase and installation of L2 and DC fast chargers for public and private fleets through its Alternative Fuels Incentive Grant (AFIG) Program 2025. PE DEP will provide reimbursement of up to $5,000 per L2 port (up to $6,000 in Environmental Justice areas).
At the federal level, the Alternative Fuel Vehicle Refueling Property Credit (also known as IRS 30C tax credit) is available to businesses who install qualified EV charging equipment in an eligible location. Businesses are eligible for a tax credit of:

6% of the depreciable costs, up to $100,000 per item OR
-
30% of the depreciable costs, up to $100,000 per item if the installation meets U.S. Department of Labor prevailing wage and apprenticeship requirements

Pennsylvania EV Charger Rebates
The following utilities offer rebates and other incentives to help you simplify--and save on--EV charger installation and fleet electrification.
PECO offers both a Public Benefit Charging Program and a Level 2 Commercial Electric Vehicle Charging Program. The Public Benefit Charging Program incentives are capped at 50% of the cost of equipment, installation, and make ready work for L2 chargers and DC fast chargers for eligible customers. Eligible customers include public transportation services, 501(c)(3) organizations, local government, and publicly accessible chargers location in a state-designated Environment Justice area. This is a first-come, first-served program and interested applicants are encouraged to submit a pre-approval application.
The Level 2 Commercial EV Charging Program offers a rebate of $2,000 per port (or $3,000 in Environmental Justice areas).
Duquesne Light Company (DLC) has a Fleet Charging Program that is partnering with commercial, non-profit, and municipal fleet operators to install EV charging stations. For eligible projects, DLC will design and build the electrical infrastructure from the power grid to the charging station. The customer is responsible for installing the charging station and may be eligible for a rebate covering up to 50% of the cost of the charging station (up to $10,000 for networked L2 chargers and up to $100,000 for DC fast chargers).

DLC also has a Community Charging Program that will cover the cost of building the electrical infrastructure from the power grid to the charging station for eligible customers.
